Plebi — Terms of Service

1. About Plebi
Plebi is a scheduling platform operated by OMNICURA LLC ("we," "us," "our") that connects riders with independent contractor drivers for pre-arranged transportation and delivery services. Plebi is not a taxi company, transportation network company, or dispatch service. We do not employ, dispatch, or direct any driver.
2. Acceptance of Terms
By creating an account or using Plebi, you agree to these Terms of Service. If you do not agree, do not use the service.
3. User Accounts
You must provide a valid phone number to create an account. You are responsible for maintaining the security of your account. You may not share your account credentials or allow others to use your account.
4. Drivers Are Independent Contractors
Drivers on Plebi are independent contractors affiliated with their own licensed transportation companies. They are not employees, agents, or representatives of Plebi or OMNICURA LLC. Plebi does not:
- Employ or direct any driver
- Set or regulate driver fares (except to display them transparently)
- Guarantee driver availability, conduct, or performance
- Provide transportation services of any kind
Drivers are solely responsible for maintaining all required permits, licenses, insurance, and certifications required by the City of Portland, the State of Oregon, and any applicable jurisdiction.
5. Pre-Arranged Rides Only
Plebi facilitates pre-arranged, scheduled bookings only. This is not an on-demand or real-time dispatch service. We do not guarantee immediate pickup. If you need a ride immediately, please contact a dispatch service or use a transportation network company app directly.
6. Fares and Payment
Fare estimates displayed in the app are estimates only, based on distance with zero wait time. Actual fares may vary based on route taken, traffic conditions, wait time, and other factors.
Metered fares are calculated by the driver's taximeter or by the rates posted in their Plebi profile. Flat rate fares are negotiated directly between the rider and driver through the app.
Drivers set their own rates in accordance with the rates established by their affiliated company and reported to the appropriate regulatory authority.
The $0.50 Portland Bureau of Transportation (PBOT) trip surcharge applies to all rides originating within the City of Portland, as required by Portland City Code.
7. Cancellation Policy
Either party may cancel a ride at any time before completion. Cancellation fees and refund policies are determined between the rider and driver. Plebi does not process payments or enforce cancellation fees.
8. Deliveries
Plebi facilitates delivery bookings between riders and drivers. Plebi does not inspect, insure, or take responsibility for items being delivered. The driver and the person requesting delivery are solely responsible for the contents, legality, and condition of delivered items.
9. User Conduct
You agree not to:
- Use Plebi for any unlawful purpose
- Harass, threaten, or discriminate against any driver or rider
- Provide false information in your profile or bookings
- Misuse the cancellation or refund system
- Attempt to circumvent any safety or security features
We reserve the right to suspend or terminate any account that violates these terms.
10. Limitation of Liability
Plebi and OMNICURA LLC are not liable for any damages arising from:
- The conduct of any driver or rider
- Accidents, injuries, or property damage during any ride or delivery
- Late arrivals, missed pickups, or no-shows
- Inaccurate fare estimates
- Loss or damage to delivered items
- Service interruptions or technical issues
Plebi is provided "as is" without warranties of any kind. Our total liability to you shall not exceed the amount you paid to Plebi (not to drivers) in the 12 months preceding any claim.
11. Disputes Between Riders and Drivers
Disputes regarding fares, service quality, or conduct are between the rider and the driver. Plebi may assist in mediation but is not obligated to resolve disputes. For complaints regarding licensed Portland taxi drivers or vehicles, you may contact the Portland Bureau of Transportation at (503) 823-7483.
12. Changes to Terms
We may update these terms from time to time. Continued use of Plebi after changes are posted constitutes acceptance of the revised terms. We will notify users of material changes through the app.
13. Governing Law
These terms are governed by the laws of the State of Oregon. Any disputes shall be resolved in the courts of Multnomah County, Oregon.
